Underpowered sub 12 or is it ok?

Just tested the muzzle energy on my sub 12ft/lb Rapid Mk1.
I was just wondering if it's a little underpowered or is it quite acceptable?

Using .22 Air Arms Diablo Field (16 grains) it's coming in at 11.22ft/lbs or 562fps over an old Combro cb-625 chronograph.

It has a Kev G reg fitted and one of Kev's own moderators.

I was just wondering if a tweek would make any difference or should I just leave it alone?

I wouldn't say 11.2ft/lb is too underpowered for the 12ft/lb limit. A few extra ft/lb isn't going to make a noticeable difference and getting too close to the limit runs the risk of creeping into fac territory when different pellets are used. 11.2ft/lb is adequate for pesting at sensible ranges and plenty for shooting paper. Many manufactures set the muzzle energy a fair bit lower than 11.2ft/lb for their sub 12 rifles.
